The legislature returned to session last week and will remain until after the Governor’s annual budget address on February 9th. One piece of business addressed was the election of State Representative Bill Adolph from Delaware County to the position of Minority Chair of the House Appropriations Committee. Rep Adolph was elected after Representative Mario Civera resigned his seat. The Delaware County Chamber would like to take this opportunity to congratulate Rep Adolph, who was selected Legislator of the Year in 2009 by the Chamber, on his new Chairmanship and we look forward to continuing to work with him to address business concerns. We would also like to thank Rep Civera for his outstanding service as Chair of the House Appropriations Committee, especially last year were he worked tirelessly to stop any increase of taxes. With that in mind, Representative Adolph stated shortly after his selection that he does not foresee himself or the House Republican Caucus supporting any tax increases during upcoming budget negotiations. “I haven’t seen any of the proposals,” Rep. Adolph told PLS. “However, it is clear to me that during a recession, the last thing you want to do is to increase taxes, whether business or individual, because that works backward.” He added later, “At this particular time, I can’t see raising taxes at all.” The Majority Chairman of House Appropriations, Dwight Evans (D-Philadelphia) told reporters that he is also not committed to a broad-based tax increase for next fiscal year’s budget but conceded lawmakers must contend with another “challenging” economic climate as they try to retain funding for legislative priorities like education. The appropriations chairman offered few specifics about what he would like to see in the budget, choosing instead to defer judgment until he can discuss the spending plan with lawmakers and the public. But he outlined a timeline for budget hearings, which will occur through February, and set a tentative goal of approving a budget bill in the House by May 1. ![]() |
